I'm having a curious problem whereby Alistair has stopped fighting.  Period.  Unless I control him personally, he will always just run back to whoever I am controlling and stand there.

I've checked his tactics and he has basically the same ones as Shale (who is acting properly).

Is there any way to fix this?  I'd really like to have Alistair along for his story but the fact that he ends up being dead weight in every encounter is really making me tire of him.

Yep.  It doesn't make a difference.  Morrigan and Shale fight just fine and don't do what Alistair is doing.

As I said in the original post, his tactics are the same as Shale's (with different abilities obviously).  It's just the stock 'defender' tactic set up.

I'll try that.  I just assumed other people might have had this problem.  I kept thinking it would go away if I swapped him out for a battle or two, or exited the game.  None of these things seem to have worked.  It's really a pain.

you have another choice under tactics and that is behavior... if its set to defensive he won't attack set that to agressive and then use the template choice defender

This sounds promising.  I don't think I've noticed the behavior.  Is it on the tactics page?

Shaleborn called it. Somehow I had set the behavior to defensive. Now Alistair is fighting as expected. Thanks for the help.
