If your playing on insanity, then incineration blast is the better option. Armor is the most common type of defense in the game, there will be plenty of opportunities to catch multiple minion level enemies with it.

The other reason is that the difference in the damage between the two evolutions is not significant enough that taking heavy incinerate will allow you to strip the armor from a single elite enemy with one shot. You will still have to use your sniper rifle in conjunction with it, or just defer to the sniper entirely for elite armored enemies.

As was said earlier, the rank 4 evolution is the only way to give the power an area of effect. Tech damage upgrades can always increase damage later as the game goes on.

Blast for me thanks. It one shot armor before the last 4 points so there's no reason to add more damage to it.
