Heavy armor should be superior to light armor in every way, otherwise why invest points in armor talent to unlock higher armor?

I believe the logic is that Engineers and Adepts are only limited to light armor, so they get the bonus against tech and biotics, while giving them better freedom of movement that doesn't hinder weapon accuracy, of which by the nature of their class they are at a disadvantage. Those classes can gain armor skill bonuses for their armor too. Put all that in reverse to the reasoning why Soldiers can put heavy armor to better use as per their class skills. I think Infiltrators and Vanguards gain special bonuses for medium armors. Sentinels have no armor bonus and are limited to light armor, but they have class specific shield talents.

Well I kinda see as a class balancing thing, but still unbalanced for the other classes since Soldiers can have the option of wearing light armor for biotic protection, while the Adept and Engineer are limited to light armor only without choice.

Better advantages of light armor should be less fatigue while storming or something.

Yes, Soldier has the ability to wear any armor, but lacks the different armor talent/bonuses available to other classes. It's also compensated for with abilities that other classes can use in combination with their unique aptitudes.

Plus, it wouldn't quite be fair for heavy armor to be the highest stats in every aspect since only a Soldier can use it. And you would want to invest skill points to unlock high level armors so you can add upgrades that make up for weak points... like an armor with lower base tech/biotic damage protection for instance ;)
