And everything would have been fine, if for some reason the two planets were not mixed up. I mean, the UNC missions on those two planets - "Colony of the Dead" and "ExoGeni Facility" - were for some reason accidentally swapped. Perhaps, because the two planets are so much alike.
The Private Log of a Dr. Gamorle, which triggers the "UNC: Colony of the Dead" quest, mentions "samples" sent to the Matano system on the request of Cerberus, and that an "antidote" is to be developed. Well, the "antidote" implies that some kind of biological agent must be involved. And, given that we don't meet any husks or "Dragon's Teeth" spikes on Feros, but Zhu's Hope outpost is crawling with Thorian creepers and the colonists are infected with Thorian spores (= bioharzard requiring an antidote), I think, that the log was refering to them as "samples".
Moreover, once Shepard faces Dr. Ross on Nodacrux, he asks her about the emergency beacon, while the Confidential report, which triggers the "UNC: Exogeni Facility" quest, says the colony just went dark and no signals were coming from it. The report also mentions a "cargo vessel", probability of "samples" going volatile, and a wish of the report's author to remain untraced. While the "samples" going volatile could equally aply to the husks and Thorian creepers, the colony breaking up all outgoing transmissions better fits with the the "UNC: Colony of the Dead" quest. Anyway its summary fits a lot better with the "confidantial report" quest trigger, than the "Dr. Gamorle's Log" trigger.
There is also another quest in this cluster: "UNC: Derelict Freighter". It features the MSV Cornucopia, which is full of husks and the "Dragon's Teeth". It looks very much like a "cargo vessel" with "samples", that went "volatile". The logs on the freighter say somthing about the crew veering of course and going to the Perseus Veil. That looks like what a Cerberus operative would do trying to cover the tracks before abandoning the freighter - frame the Geth.
Long story short:
I believe, that "Dr. Gamorle's Log" was meant to trigger the "UNC: ExoGeni" quest, and therefore, should have read "Vostok system" instead of "Matano system". And the "Confidential report" was meant to trigger the "UNC: Colony of the Dead" quest, and therefore should have said "Chaska" instead of "Nodacrux".
There is still no conclusive evidence that a single Cerberus "visitor" could deliberately convert all those colonists into husks. And the fact remains that people tend to turn into husks around the Dragon's Teeth without any Cerberus presence in their vicinity. But while trying to acquire the "samples" - the spikes and, possibly, a few colonists, that had been accidentally huskified when the Dragon's Teeth were first uncovered, the operative may have underestimated the potential risks and was ultimately unable to handle the operation.
I also have to admit, that since Dr. Gamorle's log actually refers to Dr. Ross' experiment, it is quite likely that she and her team were indeed working for Cerberus directly.
And, on a related note, I suspect, that Gavin Hossle - the mysterious "freelancer", who asked you to recover some files for him from the ExoGeni HQ on Feros, was in fact a Cerberus officer, maybe even a top field cell operator (like Miranda), and was coordinating all Cerberus agents working under cover on Feros and at ExoGeni's outposts in the Maroon Sea cluster.
