My adept is having a difficult time whenever I encounter drones, since you can't use biotic powers on them. Throw is useless, even though I have it maxed out. Even though they can fly, throw should have some effect.
why doesn't Throw work on flying enemies?

Well, the basic reason, in game, is probably the fact that they fly with mass effect fields and can thus deal with the new energy added by lift, throw or singularity. If you want a power that will work on them try stasis.
That said tech powers will pretty well wipe them out. Sabotage, overload, or AI hacking.
