Well I'd hazard a guess that totally depends on whether the person in question is male or female...
Miranda may be sexy to a dude but is Miranda sexier to a dude than Thane or Garrus is to women? How do you quantify that?
Anyway, my list goes like this:
1) Garrus
2) Thane
3) Saren (the way he looks NOT the personality)
4) Nihlus (I like turians-what can I say, humans just don't put up good competition in this game)
5) Kal' Reegor (I didn't get the quarian thing until they introduced male quarians, now I get it)
6) Ummm, I'm running out of sexy dudes so I guess I'll have to pick up with women so Miranda (I'm not into her but she IS sexy)
7) Ashley

9) Morinth (she's creepy and dangerous but she is sexy)

Pretty cool, but what about the glowy-ness you see reflecting off of Shepard's face when he takes her mask off? Its like..blue..or teal or something. Makes it look like Quarians have a radioactive glow to them...what would that be fromonotix wrote...

I'd probably say the sexiest character is probably an as-yet-unmade Commander Shepard. I've made some attractive Shepards, but none of them is 100% perfect, and nowhere near what I would consider sexy in an actual person.

Garrus should be number one. Look at that sexy supportive waist....yeeeah at this point it's safe to say i'm pretty bi-confused right now. It's safe to say 2:06 of this video was the best part of his recruitment for the ass shot.

1. Still Ashley. In Mass Effect 1 she had a great body that still looked sexy despite usually being concealed in combat armor, plus she was able to bring across a feminine side even though she never wore makeup and had her hair tied back. She wasn't hot in a conventional sense but her tough gal attitude and sexy armor made up for it.
I'm hoping that in Mass Effect 3 we finally get her in the tinfoil miniskirt and thigh high boots.
2. The Asari Consort: Apart from Ashley, Shiara (is that her name?) was the only other woman Commander Shepard in any of my playthroughs ever slept with. I mostly did it because I wanted at least one alien chick and since my heart was set on Ashley I decided to 'do' her as well just before I got into a serious relationship with Ashley so that I could have my cake and eat it too.
3.Jack as for some reason seeing her run around completely covered in tattoos was just fascinating to look at, plus she had a pretty good bod on her as well.
4. Samara, she might be old but one would never guess by looking and even though her appearance is rather shameless (they all kind of are though) there is no denying she has the right moves.
5. Miranda, I'm pushing her to fifth simply because I was annoyed that her hotness was so greatly elaborated on in the game and also because I have an annoyance when games feel they have to show off their female characters behinds to the degree that they did with Miranda.
Still there's no denying she's hot, a little cookie cutter maybe but hot.
6. Tali, again I can't honestly put her much higher than this because we see so little of her and besides I still find it a little wierd that this strange three fingered creature with a gas mask and chicken feet would end up as the most popular sex symbol of the franchise. I mean no offence to any Tali fans out there but while I liked her as a character, I can't say I was ever in the club of wanting to sleep with her.
7.Liara. Liara is fairly attractive I suppose but because I never really got into a romance with her I mostly just had the fact that she was exotic and blue to go on as to why I would find her attractive. Besides she was more 'sweet' then 'hot' for my tastes. I like a chick with a little fiery personality to go with the looks and for me personally, meaning to offense to the Liara fans out there, I just didn't see it.
As for males, well:
Only one guy needs mentioning:
Mmmm yeah, check out those scars. Chicks dig those.
