I've always been in the minority in this one, but I've always thought this could work, and with Shepard's story, no less.
I know people are ultimately worried about whoever they get not being "their" Shep for whatever reason, but as long as the writing, directing, and acting is solid, then why not? It's one thing if they portray a character as something they're not, but as long as they depict him (or her) within the confines of how they can be portrayed within the universe, then that's fine by me.
I just don't see it working out any other way. To make it appeal to the moviegoing public, it has to be relevant and relatable. Shepard's story is what most casual Mass Effect fans know, and what can be easily translated to everyone else. They can do stories like Revelations and the First Contact War once they establish the universe. Make people care and want to know more about Anderson and how the Humans "met" the Turians. Regardless of what you think about the X-Men movie franchise, an origins story based on Wolverine wouldn't of had any appeal to anyone except the die hard comic book nerds if they decided to do that storyline first.
