i have 14 guys standing around with animations like coughind and talking. is this something that can cause a significant slowdown?

It shouldn't. Look at the levels from the original campaign; some of the city maps have dozens of NPCs and they're all playing animations of some sort (nobody is just standing there stock still in the null pose).

i guess that leaves the problem with how much a single npc slows down the game.
