You have to consider that the movie will have to appeal to a wider audience than just the hardcore fans of the game. Sure, most of us would like to see a movie set somewhere in the game's backstory, but all the people who haven't played the game would be like "Hey, where's that Commander Shepard we've heard so much about?" To them, a movie about the first contact war would be just another sci-fi flick. I'm guessing they'll probably just base the movie off of the first game to attract the most viewers and make the most money. Not that I'm complaining either, I would love to see Shepard and the Normandy crew on the big screen. This is just an adaptation of the game after all, they aren't redefining the canon.
Hey, if you wan't to see Shephard on a big screen, build your self a home cinema

. But seriously, I bet neither fans or other audience is going to enjoy it because the game is 20 hours long or so. Even if they manage to make the whole story visible, the other aspects like character development suffers, so as an possible example when Shephard and Liara first meet and then there is some planetside scenes (without any relation ship development), next scene with Liara and Shep is the scene where they make out each other, everyone would possibly be like "WTF!? Haven't they just met and now they act like it's been copule of months or so? "
