Agreed, Liara was just kind of there until LotSB. The level of the writing for her character was nowhere near Ash's.
The came LotSB, at which point Liara broke out and trounced every other squadmate in depth.
Now us fans of any and all the other squadmates are clamoring for more in-depth treatment of our favorites... if all squadmates get the same upgrade in writing and nuanced personality that Liara did in LotSB---my already big respect for Bioware would go through the roof.
Although LOTSB was great, I don't think Liara was made all that deep. We found out about her friend (or rather that she has a friend since details were sparse even in that aspect), we vaguely learned what she went through to secure Shepard's corpse, and that she's now the new Shadow Broker. There's plenty of story development there but not that much character development. About all that's different about Liara is that she's tougher and darker in her outlook.
Character-wise, LOTSB left me wanting. Story-wise, it was an interesting glimpse as to where allegiances will possibly lie in ME3.
That said, I wish the Shadow Broker hadn't been defeated or even revealed. I was liking the notion of Liara being a rival Information Broker and how her rivalry with the Shadow Broker might make her "go to the Dark Side," as it were. It's a storyline that could have been stretched out and best resolved midway through ME3.
