Actually if I remember right, her sister was stationed on a distant planet colony, not Earth.
I don't remember the full detail, just that when Shepard asks Ashley about how strange it was to leave her station just to go walk her sister to school, she says that 'it's not like I'm going all the way to Earth or something'.
So I reckon that means her family isn't on Earth.

Oh Liam. You're always so angry! I have a theory. It could be bunnies. No wait, that's not the right theory. I have another theory. That LotSB sets up VS DLC. The big stickng point between Shep and Ash is she doesn't believe he was really dead and really forced to work for Cerberus. Liara is the only one with first hand proof that Shepard was dead and one of the few people Ash would believe on the matter. I have never bought the Casey Hudson keep them out of me2 to keep them safe bit. I think it was marketing bull to placate Ash fans. Keeping her off the crew to keep her safe is one thing. To give her a 3 minute cameo that didn't satisfy Ash fans or give her a good introduction to players that start with me2 was was stupid. She could have and should have had a much larger role and she still would have been safe. This has irrated me from the very start and BS lines from bioware to try to assuge my fears actually make me more angry. Silence from bioware about Ash since before the release of me2 just compounds the problem.
What will they do for ME3? I have no idea. But I will find out before I buy it. If I don't like what they do I wont buy it.
