Eh, I disagree. First, the term "cheating" is all wrong. Generally in ME2 both Ash and Shepard are free to do what they want with whoever they want if you want to get technical. Would it kind of a be a jerky move on Shepard's part to move on so quickly? Sure. But it's not cheating.
And while I think Ash would be hurt by it and even angry, she wouldn't retaliate save for a few hurtful words. She'd make her point as bluntly as possible, tell Shepard he's a jerk and she's sorry she wasted a year or two of her life thinking about him when she lost him and then she'd move on and keep being the awesome woman she always has been - and poor Shepard will realize just how stupid he is but it would be too late.
Not saying I don't agree with you, but it's really up to the devs to decide how that'll play out. Now, considering Liara's reaction to Shepard getting together with a new LI in ME2, I'd say very little will come from it. Though, devs did announce that there will be consequences for "cheating" on your ME1 LI.
Personally, I find the idea of there being major consequences pointless and silly. Most of the ME2 LI's didn't even exist in ME1. Therefore, the players who imported their Shepards into ME2 may have found that they liked Miranda, Jack or Tali more than Liara or Ashley. Going for a new LI in that case shouldn't be penalized, especially after the whole Horizon fiasco.
