On the wikipediapage of Kimberly Brooks, you can read that she will voice Ash again in ME3. So I haven't given up hope
I also checked IMBd but no news concerning ME3. Only that she will voice Oracle in Arkham City.

I really don't think Bioware cares about the VS characters. It doesn't seem like they want to be bothered with them. Frankly, it's starting to dampen my enthusiasm for Mass Effect a bit. There are other aspects to the franchise, yes, and there are other LIs... But the thing is, I don't like the other LIs as much, and Ash was important to my main Shepard's story.

It depends how she is written into ME3, until we know that we can't assume she could have easily been written in and we won't know if they care about them. I reserve my judgement until then.
