Garrus was probably the first person I would have picked to be a Spectre out of the crew but Ashley/Kaidan seem viable to me too. Spectre's doing actually need to be diplomatically skilled. It probably would help but the Codex says not all Spectre's are actually diplomats. Ashley seems to have a modicum of it though, her mission on Horizon was obstinately to build better ties to Terminus colonies.

I don't think so. While a renegade Shepard can't be thought of a s a Spectre, all the NPC killing gets done after sPectre status has been given. Garrus only has a resume of leving C-Sec twice and going to Omega and forming a Merc band that gets wiped out and serving on Shepard's ship a few times, he can even leave spectre training if he's pushed towards the Spectres by Shepard. Ashley has no such issue with the Allaince so Garru's dedication can be called into question while Ashley and Kaidan are 100% dedicated to the alliance.Jedi Master of Orion wrote...

I don't know, as skilled as Garrus he comes off as even less willing to work the political system then Ashley is. Given his eventually fallout with C-Sec, I'd expect Garrus to go awol the moment the council ever tried to stonewall him (technically, Shepard did in the first game, but he is the Mary Sue of the Mass Effect universe.)
