About returning of Ash in ME3 I have a lot of bad feelings .... I don't think we will see her as a squadmate and I doubt we will get the chance to fully explore our romance with her further. There are 3 possible LI's in ME1 and another ummm, 6(?) in ME2. If they make one of the LI a squadmember, they would need to make ALL of them a squadmember, or they will pi** off a good share of their fanbase, which they won't risk. If they bring back all LI's you allready have a team of around 8 people, which doesn't leave a lot of room for new characters, which would certainly pi** off another good share of the fanbase.
So, my guess goes like this:
Ash/Kaidan will return and will be our contact to the Alliance faction. Liara will also return and will be our contact to the "Shadow Network" she takes over from the Shadow Broker.
Once the Reaper-threat is defeated for good, we will get a love scene with Ash/Kaidan/Liara which is exactly the same as the other endgame love scenes with ME2 or ME3 LI's. There will be some sort of dialogue/fade out screen that is customized according to LI and game decisions like in Dragon Age. That's it.
I do not think, they will flesh out each and every romance option from ME1 and ME2, as this is most certainly beyond their available time and ressources. You would need something like 12 romances (3 from ME1, 6 ME2 and may another 3 from ME3) written and voice acted which takes time and is going to cost a fortune.
At best we will get a mission for Ash/Kaidan to regain their faith and get the support of Alliance and we get another mission to support Liara. Maybe we will have them in our squad in these missions and get some good dialogue at the occassion.
Again, don't get me wrong I would love to see Ash in my squad, but if I look at it from what I think is a logical PoV for a game developer I don't see it happen.

I just love this type of discussion, but I will try:
As far as returning character goes, i do not expect we will get all of ME2 squad back. I fully expect Thane, Moridin, Samara, Kasumi, Zaeed and Jack to leave for whatever reason. Its pretty clear from the moment you recruit them that they are only here for the collectors, and they have their own life to get back to.
That leaves Garrus, Tali, Jacob, Miranda, Grunt and Legion. Thats 2 Romance for male and two for female, plus 2 combat character, which I think is reasonable. And they cover pretty any skill set you need in a party member. That makes 6 characters. to which if you add Liara + Ash/Kaidan, thats like 8. And that leaves 4 more spot for new members.
Also, I think any new members will be through DLC, not through regular gameplay, otherwise ME3 will look too much like ME2. We already went through the whole process of putting together a team, we don't need to repeat that process every game.
Now this I think will take care of your problem of too many characters and too much dialogues, so there shouldn't be a problem with that.
Also, there are already people for quest giving. TIM for cerbrus, Anderson for the Alliance, with Aria and Wrex for everyone else.
Thats two cents anyway, i love to hear some feed back

Edit: Oh yea, and I almost forgot, you have to taken into account of people who played neither ME1 and ME2. For these new players, Bioware will have to set them up with a romance. If the default setting for ME2 is any indication, Male shep will be canoned with Ash and Fem shep with Kaidan, with Liara being a alternate for both. I will even go as far as saying the unless your import ME2 saved game, you won't get romance with anyone else. (Certainly would improve more sales for older game). From this prospective, Ash/Kaidan/Liara will almost have to be part of your squad.
