I think I figured out why the turain councilor is such a A-hole. Bioware is saving him for the paragon ending (and I mean the paragon of paragon ending), for that paticular ending, councilor will say

"you human are alright."

And that will make playing the entire trilogy worth it.

Many people don't seem to remember that Councilor Velarn was the most openly grateful of the three after you saved them in that ending. He's a jerk, but he knows when you did something right and isn't afraid to admit it.

Yes, Velarn is the salarian. The turian is named "Insperatus" or "Speratus" or something like that. I was pretty surprised to discover that.
