This isn't official, but here's my take on it.

Priestly realized that the permaban was rash and too severe, probably from the many messages he no longer received. So he's letting us create a new thread.

But at the same time, they know that these character threads will always be an issue. Thus, they're dumping us in a less populated section of the board.
