I installed a new HDD and loaded Windows 7 on it. My old HDD is still in my system so that I have access to all of my old files but I can't play ME2 any longer. I get "Failed to initialize the physics system. Please ensure you have an updated version of the PhysX System Software installed" when I try to run it. Nothing has changed on my system other than that my old C:\\ is now D:\\. Suggestions?

The game is still looking in C drive for the files, physx drivers etc. Windows writes location details into the registry upon program installation, and thus moving a game or program from one drive to another will break those links.
You can download the physx drivers and install them, but that wont necessarily make the game work. You might find other links for drivers or game files broken.
Best bet, reinstall the game.
