I don't know about all of the character threads but it's incredibly rare that I see a "bump" post on the ones that I do visit. I've certainly not seen people bumping and saying, "Oh, my gosh, the imaginary competition we're having with a character that has nothing to do with our conversation had a more recent post!" When I post it's because I have something to say about the character or the question under consideration. I don't think most people who add to those threads believe that keeping it in some golden forum position will affect ME3 development at all. They just want to be able to find and continue the discussion they were having.
I'm still fairly new around here. (About a month.) But I heard there used to be some fear that characters wouldn't make it into ME2. Or it would be a reduced role. So thread sizes were a way to show the devs that there is indeed a desire for the characters to have a large role in the game. And even now, there partly is a "Woo Hoo, our thread has xxxx posts! We are awesome!" attitude around here.
