Instead of just using the white vinegar itself?  I know it's a weird question but couldn't find the answer anywhere.

I think it dilutes the smell a bit.

Vinegar kills bacteria and mold and germs do too is acidity level and thus make a good cleaning agent. Adding water to it as a base mellows out the acidity level.

so is it safe to not add water? im planning on using it to clean my wood floors as well as every surface in my house. And if I add water, will it decrease the cleaning power or whatever?

So what's the ratio of a half a cup of white vinegar to one gallon of warm water? I don't have or want to use a bucket since I won't be using a mop. Instead I'm gonna use that one thing where there's a bottle and something you press to release liquid then there's a cloth-like pad type thing underneath to sweep the floor.

If you have hardwood floors, you should probably use an oil soap instead and only use vinegar to spot clean if you have something sticky and stuck on that you just can't get off any other way. Vinegar is acidic and will damage your wood the more you use it.

I've been hearing more good things on using vinegar and water than bad things. So what if I add half water and half vinegar? Will that be more safe?

one more question, the walmart store brand says the vinegar has been diluted with water to 5% acidity. Does that mean they already added the water to make it less acidic and that I don't have to add any more water?

5% acidity is common food-grade vinegar. I highly recommend diluting it with water on hardwood floors, as the acid in the vinegar can cause the floors surface wax to discolor milky white in some cases.

My apartment never gets too dirty because my computer desk is usually the only place I occupy when I'm at home.
