Having bought the collectors edition for dragon age as well as picking up Shade, Return to Ostagar and The Warden's Keep I managed to enjoy myself until march just gone when my xbox 360 disc tray stopped working.
Have the console returned to my house roughly a month later I was told that all my licences had been transfered across to my new console and I should be fine to get back to my gaming. Granted we are now in June, I've had other titles keeping me occupied enough till I noticed I still hadn't picked up Awakening.

Having spent the last week trying every different way to recover both my old saved games and the dlc content, I'm content that there's no way I can ever play this game offline.

I've tried downloading each piece one by one.
I've tried downloading everything.
I've tried downloading everything multiple times.
I've cleaned the cache and deleted all the dlc content
PLUS I've deleted all my saved games including the ones where I'm at the end of the game.

If I'm online, I can see all the content and it informs me that I've downloaded the data. The minute I'm offline the only content I am able to view is the Gifts and Pranks combo package ( name eludes me at the moment but someone will get the gist of what I mean ... hopefully.)

If there is never going to be a fix for this I reserve the right to complain about this until it's either fixed or you release a cd with the data on it. I've played other games with online dlc content and never had a problem even after having my console returned to me.

Maybe I should just start telling customers that bioware has started making crappy games and to avoid them at all cost.

The Xbox can be a pain, there is a way to make sure that the licenses are transferred but if not there you can transfer them yourself however you need to be logged into Xbox Live on your XBOX as well as on the site www.xbox.com and they will give you an option to transfer the licenses. One by one.

Downloading them over and over again will not help, you need to transfer the licenses if they are not transferred.

Also I do not think the licenses would be transferred over by Microsoft Personnel as they would need the hard drive unit, and I do not believe they perform that service.

This sounds like a license issue to me as I had the same issue after having my console repaired. Just go here and follow the directions. It's a big time sucker if you have a lot of DLC, themes, and gamerpics but it's the only way to fix it.

^ that's the solution.

I had the same problem in the past with Mass Effect DLC.
