Fisrt here are the details:

Im playing the PC version purchased and downloaded from steam.

Processor: Intel® Pentium® D CPU 2.80GHz (2CPUs)
RAM: 2GB
Graphics Card: ATI Radeon HD 4800 series - Driver Version: 6.14.0010.7050 - RAM: 1024 MB.
Sound: Realtek HD Audio - I am aware of the problems this can cause and have already switched to Software mode in the game Config.
System: XP service pack 3
DirectX Version: 9.0c

My only problems is the FPS is almost always around 10 or even lower during game play. My PC handles far more demanding games flawlessly, so I am at a lose as to why the game is pretty much unplayable.

Any help would be greatly appreciated.

At which screen resolution and how many of those video settings have been set to quality?
And which HD 48xx do you have?

I've got a similar system and can max everything at 1024x768.

Core2Duo 3.16GHz
4 GB RAM (only 3.25 accessible by Win XP)
HD 4870 1GB
Creative X-Fi Xtreme
XP SP 3

I have tried every setting, no matter what resolution etc. I still have the same problem... which i find very strange. Never had a game problem like that.

I have HD4850 1GB

Your CPU is weak, you can purchase E5300 from Intel for 65 $ and your PC graphical capabilities would be greatly improved, however, if you buy even a better CPU it would be even better since your graphic card is relatively very powerful (among DX10-only cards) and can make a use of a powerful CPU as well.

EDIT:

Some games  rely on CPUs more than the others. And I do not know if  ME2 is one of those games, I'm only playing ME1 now for the first time.

I have been think about upgrading that for a while. But i have only ever changed RAM, and have found it very confusing trying to find out what would be a good yet affordable replacement, and I havent a clue how to switch them over...

You mean that your problem is that you don't know how to change the CPU on your own?
Well, you will find videos on You-tube Explaining how.

I've edited my previous post.

Do you think i could get a good CPU for about £30 ($43)? Thats about all I could afford right now...

That would depend upon whether there are a lot of what you need available, but if your PC is picky about what kind of upgraded CPU it is able to run with, and there aren't very many of what you want available, it could cost a hundred in USD.  I really doubt that you'd find anything (in a full powerr Core processor) still NIB for less than about $60 USD.  (The "Pentium Dual" is only slightly better than a P4 like yours, but very cheap, if it would fit.)  Used, probably easier to find what you need / want, but little in the way of a guarantee.

It's been four years now since the P4 was obsoleted.  That's literally forever in PC terms, and while there were a lot of potential Core upgrades three years ago, the availability has diminished greatly.

At this point, you need to run down the identity of your mainboard, and then track from there to detailed documentation about what CPUs it will work with.

For that Price you can have E3300, but first what is your motherboard?
It may not be compatible with newer CPUs.

Basically E3300 is E5300 but with the half amount of cache memory (which is important for games), However it is the way better that your current CPU.. And if you can overclock it you would reach 3200 MHz easily.

Sorry, I meant to say:
However it is the way better than your current CPU..

And not:
However it is the way better that your current CPU..

So my motherboard is: P5LP-LE

Which I think means I have socket 775. HP says "Supports Pentium D (Smithfield) up to 3.2 GHz and Pentium4 (Prescott) up to 580 and 670".

Whats kind of prices do you think I am looking at?

Your motherboard does support Core 2 Due CPU's, but only those based on 65 nm architecture, that means that the CPU's I've mentioned won't work.
You need to by any of those CPU's:
E6xx0
E4xx0
E2x00
X stands for any number..

And since Intel have stopped their production you'll have to buy used ones.
Make sure that you buy the highest clocked CPU with the biggest amount of cache memory with your money, and I don't have any ideas about used hardware prices..

BUT:
I've noticed only now that you are talking about Mass Effect 1 and not 2, and, Mass Effect 1 do NOT need a powerful CPU, and your problem here isn't a hardware problem I think..i've imitated your CPU's performance on my PC, and with a lower graphics card, the game was running smoothly..

Thanks for the info on CPU's.

My graphics card is definitely good enough. I think Ill try and reinstall it, maybe that will help.

ME1 is a bit weird on the performance side otherwise too. If I play it on my main rig (4890 gfx, i5 cpu, Win7) it sort of jerks a bit every few seconds. On my spare system (4850, Core2 Duo, WinXP) it runs very smoothly.
