I think it's a little difficult to feel something through a armor like that, so I don't it would matter if she tried something...

It isn't like medieval knight armor, its mostly kinetic barriers. I'm sure Shep could feel Tali's delicate touch caressing the inside of his thigh as he held her body close to him, her back fully arched as she quietly purred.
