The less free will you have the more stupid you get is how it works from what i remember. I don't think time matters, just how much infleunce indoctrination is wielding on you. Then again that was from an active Reaper that controlled the level of indoctrination so it's possible the default for when there is no Reaper to control it is complete dominance ordering them to go impale themselves on a Dragons Teeth.

I hate conspiracies like in Lost or BSG, they can get well done but so many times after the big reveal its like REALLY thats it? I dont see how it fits the reapers plan to make humans dominant and give them a powerful edge in either killing the collectors or taking the base though. Unless they used Shep to get rid of the collectors or TIM is some rouge reaper agent... damn I got into it.,

If they can keep quiet them building a new and improved Normandy then i assume they can keep the Collector base secret, hell whos going to tell, the only ones who can tell are the ones using a Reaper IFF or one of the ships TIM somehow got follow us and i doubt that getting back to the rest of the galaxy is simple as saying "Boss i need some leave" or anything of the equivelant. The Omega 4 relay is the ultimate security system except for the derelict reapers hanging around but seeing as we destroyed the known one i doubt there is others.
Edit - Having actually thought about it again i can't actully really say one way or another if secuirty would be tight or not, the writers have really given Cerberus a hit and miss record when it comes to security.

Reaper "indoctrination" is an insidious means of corrupting organic minds, "reprogramming" the brain through physical and psychological conditioning using electromagnetic fields, infrasonic and ultrasonic noise, and other subliminal methods. Was it Cerberus behind that? Or was it the Alliance hoping to lure Cerberus in ( since they thought Cerberus was responsible ).by making the Colony easy prey.
