Why is Garrus so frail?

(I usually have him at Rank 2 or 3 Turian Rebel, which is about what I put into most of my other characters Health Stat.)
Of course he was like that in ME1, but in that game it usually made sense cause Turian armor was usually shoddy and he only had Shield Boost to help out. But in ME2 you'd think with him basically being a Soldier type he'd be a little tougher.
Maybe it's just my luck or maybe his AI isn't as good. I have noticed what seems like some characters have better AI then others, with Zaeed possibly being the best. Garrus seems to forget what cover is... I mean just as example I took Thane and Garrus with me on the last two parts of the Collector Base. Thane was brought down once, Garrus was brought down 5 times. Stop making me use MediGel Garrus!

I don't know if character AI differs among allies, but you generally micro manage all your allies movements on hardcore or higher difficulty. There are some parts that are exceptions, but if he's leaving cover too much, make him stay there. That's about the best I can say.

Yeah I suppose he's more of Infiltrator being part Tech and part Sniper. I dunno I usually order my Squadmates into cover pretty often. I also try to place them in cover that keeps them protected, but allows them to still have LOS on the enemy. Garrus just seems to like to get shot at or something. He also really likes to stand on top of crates. (I realize all squadmates will do that, but he loves to do it...)
Another instance of Garrus Fail, was in Thane's recruitment mission. I had killed all the Loki Mechs except one which was currently hacked, so I went to scrounge for ammo, etc. I figure Tali and Garrus can destroy one Loki Mech right? Wrong. Garrus gets downed by it just as I come back and as it falls down.
It just ruins Garrus badassery for me. Then again I refuse to use Unity unless I absolutely need to. My powers are usually on cool down when I need to use it anyways, plus I like the 100+ Credits even though it's a trivial amount of money.
Hmm guess it's just me though.

Do you guys have a normal squad you take with you everywhere? I like to mix up my squad, I rarely take the same people with me everywhere. Perhaps this is why I do not notice.

It's probably more a skewed perception of what is actually happening as opposed to the AI actually getting worse/better. Also, certain mission levels are truly better designed than others. Every squadmate I have tried on Haestrom does extremely well. Every squadmate I've tried during Mordin's recruitment does poorly. I have no idea if it's the fault of the layout or if the developers wanted the player to alter their playing style in regards to the squadmates with different missions.
Directing them to cover is one way to go, but I found I could just as easily end the battle by myself, so couldn't bother wasting the medigel. Just wait until the battle is over and let the squadmates recover on their own. For the couple of battles where having the squadmates alive would be a great boon, it's not enough to direct them into cover once. You have to pretty much stay on top of it, because sometimes they decide to break cover on their own.

I use his powers and then park him again when he emerges after a wave.
The one or two shots he takes with the mantis just aren't worth having to unity him and re-park him every thirty seconds.

I thought that was Miranda. If you position Garrus correctly and have him snipe then he doesn' go down. People have a tendency to forget that on Hardcore and Insanity that you need to tell your squad where to go or they will wander around the battlefield like Niftu Cal. Garrus will try to flank the enemy (and get shot down by the enemies flanking him). Grunt just charges headlong into the fight (usually against the toughest enemy). Samara likes to advance without orders. Jack sometimes runs around the battefield trying to snipe people with her shotgun. Jacob likes to run directly underneeth the praetorians every chance he gets (causing it to recharge it's stupid shields). It seems that only Legion and Thane are smart enough to take cover rather than advancing (probably because they are primarily snipers). Squadmates are meant to be micromanaged unless you are fighting a praetorian (which is all about running around something and letting them shoot it from a distance.

For me, Miranda changes cover too often. She loves to stand right in front of YMIR Mechs.
Jack stays out in the open too much. She needs Barrier bad.
Samara does well for me. Sometimes, she'll stand behind cover but not duck, letting people get cheap shots off on her.
Grunt likes to charge.

For my second choice i like bringing kasumi, her locust does alot of damage and her secret shadow strike thingy is a life savor.

garrus on the other hand has alway's done poorly. especially on tali's recruitment where you have to fight the colossus and endless wave of geth. I order him to cover and he decides to run laps around the battlefeild. WTF!

I always tell my squad to get behind cover, if i don't then they all just charge in like freakin james bond on crack and get themselves killed. I give garrus a mantis and he keeps stealing my freaking headshots! >=(
