He may actually be speaking 'English' (or whatever the Alliance uses as a standardized language for flight control - probably English given what you can do with the grammar and still make a comprehensible sentence) and trying his hand at human expressions. The translator Codex entry mentions that actually speaking 'alien' languages is often a point of pride. He is, after all, an office manager on a human (if not Alliance) founded colony.

That's interesting. Do you have a link to the Codex entry? I tried looking on the ME Wiki, and I'm having trouble finding it.
