Yeah, I struggle a little with the fact that he's the only Awakening companion who is in a truly ambiguous situation that you can't really judge. With Oghren and Nathaniel, they beg you to let them Join but you can also cut them loose and assume that things won't fall apart for them. Velanna is sort of the same, although she might get hunted down depending on how desperate and destructive she remains. Sigrun falls to darkspawn one way or another and Justice is already a Warden.
Anders, although he comes back, doesn't ask to be made a Warden. You have to decide his future for him at that point- will he be better off as a Warden or in the Tower (assuming he even makes it back there)? The thing that will always tip the scales towards Warden is how bloodthirsty Rylock is when she shows up. Even though, my main PC tried to give him a few chances to escape after his Conscription. I think her desperation for him to run just made him more curious about the whole thing.
