I doubt they'd be allowed to leave the tower. Although I like to think that if you get up enough credit they'll let you out occasionally. And I don't think a mage/mage union would ever be sanctioned by the Chantry, so yes, they're allowed to fraternise but not necessarily marry.

To me this means that they are
allowed to do it but the Templars or other Chantry officials have ways to make it not a desirable outcome.
