I read on IGN that you can get higher level weapons and armors faster on a profile if you sold on another profile and then you were to buy it back on the new profile. Is this true?

You can with certain restrictions. The buyback menu is restricted to the last 20 items resold. So you'll need enough money to buy them before they roll off the list. This can be a pretty steep hurdle for a low level character.

Some of these steps might not be required but it has always worked for me doing it this way. Sell the gear you want, 20 items max. Get an autosave (landing on an uncharted world does this). Start a new game and they will be in the buy back list when you reach the citidel. If you ever shop at the requesition officer on the normandy apparently they are wiped. Starting a NG+ doesn't work IIRC.

To get the stuff early you can use the buy back money glitch. Sell on only 19 items, you'll need the last slot. Include items across the level range as well as 10(eg level 3, 5 7). Finish Dr. Michels task where she is being black mailed. She gives you a discount and buys items for more. Sell her an item. Now fast travel to another vendor on the citadel. You can buy back the item for half the price you sold it for. With low level items getting enough money this way to buy back a heavy colossus X will take longer than just playing the game but because you sold an item at a lower level that should be fairly achievable. Once you do that you have two buy back slots to work with and a more valuable item so you can make money faster. With a level 3 item is still going to take to long to get a level 10 item which is why you sell a few across the range.

Even if you don't want to use it early doing that frees up the shop slots so you can buy and sell normally. I'm a little obsessive about perfect gear in play through 2 or 3 so I like that I have much less hassle getting the rare gear later but don't use it until I hit the second play and try to end up with about the same amount of money. (I think you can invert the buy back glitch to lose money by selling some where else and buying back for more at the clinic). I use the slots for Savants, Colossus Armor, Tungsten/Shredder VII as that stuff is a headache to get. Spectre Weapons are automatically stocked regularly and by the end of play through 2 you will probably be close to binning Medical Exos, frictionless and scrams you have so many.
