Well, Leliana is compassionate and an idealist...so my best guess is that she would be sympathetic to the city elves cause but would prefer elves and humans to find peaceful ways to coexist/habit and improve understanding between the two rather than further segregation.
Also, how loyal would she be to Orlais?
From what she says in Origins, she seems to be more loyal to Ferelden than to Orlais. But she is obviously still fond of it...On the other hand, her life as bard taught her to keep her loyalties fluid so under the "right" circumstances...
To make a comparison, I see Leli as being very loyal to the Chantry, yet she is open-minded enough to see when they may be at fault. At the very least, we know she does not always take their interpretation of things at face value. That open-mindedness would, I expect, transfer over to other institutions she might be loyal to, including Orlais. Particular circumstances would likely also make a big difference here. If something were to happen in regards to Orlais for "good" reasons, she'd probably be more understanding about it.
