sooo it looks like the dlc content is broken. maybe delete it and download again?

This has happened for me too. Shale has been reset as described above, for me he gives the same reaction no matter where I talk to him. At what point he was broken is unclear but loading previous saves from 2 days back (8th november) works, he is not broken in them. I've also seen the behaviour where his abilities no longer work and mouseover on their icons shows a blank UI window. The 2-3 times that has happened a reload of last save fixed it though.
I have not done any manual patching and have the Steam version, and I'm unsure if that is patched automatically or not.

I've having the same problem. Has anyone tried going back to Honnleath white Shale and seeing if it's possible to do the quest again? It might be a temporary work-around.

I did. If you bring him with you and go to this "plaza" and engage into dialogue, it appears as if Shale was standing there (in his original place), but you cant do anything. When you finish conv., Shale is back as your squadmate. The building is completely empty. More, you get instantly "quest finished" info. So it's not the way.
Aha, I reloaded a previous savegame. Fortunately the one from 4 h before worked.

I just reinstalled and re download the content and I didn't patch the game this time and it still broken.
Anyways I finished the game 5 mins ago and Shale does talk to you in the end so it didn't mess up my gameplay ending.

Toolset doesn't appear to be the problem (at least not with shale conversation bug). While toolset may have problems it doesn't (unfortunately?) cause this one.
Have tried going back to Honnleath and it don't work.Wish it did.
Reinstall won't work as quest details (completed, in progress, shale in party, etc), are all in savegame file, so deactivating dlc or reinstalling etc will have little to no effect.
Connectivity issues, while in-game you will not get any messages regarding connection, and its the Bioware Server side with problem (or at least not a problem with your individual net connection, tested by trying to download). It will if you are in the menu at time of losing connection tell you if it has lost connection.
ADVICE- if you come on site and bioware are warning of server maintenance then be extra careful.
Another way to check if it hasn't broken is to check world map for the (Stone Prisoner) Sulcher pass, Honnleath village and (Warden's Keep) soldier's peak icons.

3/ Remove requirement for staying logged in altogether (really why is it there? It seems a fairly ineffective way of combating pirating/hacking, and if anything will drive people into doing so).
Either way as long as issue gets fixed, hopefully sooner rather than later, then i'll be happy (if i ranted a bit, its cause i got frustrated cause it happened again tho only 1/2 hr gaming was lost this time)
BTW i have also had issue with Shales skills bugging out, i'd guess that the issue is connected to this one as well, (losing skill descriptions, not following, or continually trying to use same skill repeatedly).

DLC seems to be like playing Russian Roulette.
Either it works perfectly for you, or it blows up in your face. I had all of the problems above happen to me (20+ hours into my game before I realized it so I wasn't starting over / all my saves were borked).
It's nice to finally see BioWare acknowledge the problem though. Maybe something can be done about it not happening in the future at least...

Looks like I'm not alone then.
I just reinstalled totally (steam user) and grabbed all my DLCs hoping that would fix the warden's keep and shale quest lines not showing up. It did but now all my companions are acting totally fubared and there's nobody in the camp anymore apart from the dwarven merchants.
I knew something was screwed up when, 10 seconds after stepping into the Warden's keep area, I got the entire dog first contact cutscene played again, without the darkspawns. Problem is that this put me under the world (wrong coords obviously)...
Ah well, guess it's a total reinstall (again) then new game entirely...

Well got the same thing. Both dlc are broken. Shale cannot be talk to and warden keep disappear with all the item. Alistar stand naked. I try to load different save but only the one at 10 hours of gameplay is fine but i'm at nearly 30.....I'm using the DVD collector edition on Window 7 64(professional?) with no toolset install. I install manually the patch and i did the both DLC quest after having the patch install. I notice the issue during Redcliff when Alistar appear in a thong during a cutscene
Now something interesting is that i'm no more force to be logging to load my save even if some dlc are still working, meaning that this bug can cause a security failure on the game (since anyone on my pc have access to the dlc). When i will have 2 sec i will send a email to EA because they need all the info they can have. I know what i'm talking about I already work has tech support and seriously it's hell. Give them all the info you can (Dxdiag, Save files. Every info you can) and mabe they will be able to find the issue.....one day.

I have another problem, but with Shale, so...
I can't find Honnleath village on map. In log, I have done this quest, but i have only wand.

I'm sure they will get right on refunding your time. You should try to be more helpful to the game devs with pertinent information, not impossible demands. Here's a realistic, helpful post more likely to speed along the resolution of this issue:
I have legitimate DLC and I cannot do any of the quests. Have tried redownloading the DLC and have reinstalled the game, and again downloaded the DLC. Have tried multiple characters across multiple saves, still nothing. This happened when i was disconnected from the authentication servers, and after I reconnected I was only able to access the ingame item DLCs, none of the storyline DLC is accessible.

I had no problem whatsoever with him up until Orzammar, so my guess is that the problem lies somewhere around there. I had done the Redcliffe and Circle of Magi quests, and headed to Orzammar to shove the treaty in their face, and after that it bugged. Which is really too bad, I really enjoy Shale as a character...

I´ve got this Problem, too.
After over 9 Hours of playing ( about 7 Hours with Shale), its F****** up.
I checked my Saves and it seems, it happens right after i entered Redcliff o0
A Shame, i liked the speechs with him.
Okey, you can still use him , hes got all the Skills i´ve trained, but i dont know if i should still use him...

I've had bugs with him in the Deeps...but he still worked outside of them. (If I go back into Orzamarr he's fine)
But...Sten, who was wearing a bunch of gear I had from Shale's area and Warden's Keep, is now naked...so it looks like it trashed all of my gear I got in there. (I also lost my mage's staff)

I encountered the Shale glitch a fair while before I got to Orzammar, so I don't think that's the trigger.

I don't think the issue occurs specifically with Orzammanr/redcliffe/circle of magi. Tho if i were the devs, I'd look to see if there are any common factors between them that can cause that problem.
Personally, the glitch occured for me while in deep roads, from reading other threads and this one, people have had the issue during the main quests ie. Redcliffe, Orzammar, Circle of magi, it wouldn't surprise me if it can happen with the forest and denerim quests.

The freaky/unreliable authentication servers are probably at fault. When the DLC gets "unauthorized" then "reauthorized" while you are in the game, the scripts that add the DLC seem to get run over again. On the good side, this meant that in one of my games I had 7 or 8 of the +skill point books to use. But my solution now is to not "log in" while playing. I don't need to brag about my "achievements", and I'm happy to have all my DLC working in offline mode.

The problem with not logging in is that you lose the dlc content, or at least certain things no longer work eg. Wardens commander armor from wardens keep and shale lose their textures..... So far as i'm concerned its not a fix as my DLC's don't work unless i'm logged in.
I'm using PC version BTW don't know if thats a factor or not tho

Try this:
Load up DA Launcher. Click Configure, then Repair then click "Clear Download Cache"

Won't work as all you are doing is redownloading the dlc, The dlc works as intended, its the save game that gets broken because of temporarily disconnecting from login servers.
