I do have the glitch, as whenever I speak to him, I end up underground with the options of saying "dulaf gar (activate the golem)" or "do nothing".

And he teleports the whole party to the entrance of any dungeon afterwards.
Accidentally click on him, and the whole party gets teleported to the entrance!

So if you can stomach loading a save prior to bug then do so, and don't log in, until someone official says issue is fixed.
It won't fix broken saves (confirmed by myself and others on this thread) but it should prevent issue from happening in the future.
Anyway, will now go back to playing.
BTW- Thanks Weregamer for pointing out this as a way of preventing this issue, likely saved me from many hours of frustration.

It's a pity really, because otherwise this game has been pretty solid for me. Only a couple of cutscene glitches apart from the Shale DLC bug.

I just noticed I'm a victim of this problem too. Before going to Redcliffe I had picked Shale up and the Wardens Keep quest. Now, when Redcliffe is finished, Shale is bugged and Warden's Keep questline has been reset, and the wagon guy doesn't appear in my camp anymore.
I have a save that dates 4 hours back, where I was in the camp but not yet gotten the Warden's Keep quest from the wagon guy. However, if I load that save, I notice that I can't get the quest from the wagon guy, if I try to accept it he says that he'll mark it on my map but it doesn't appear and I don't get the quest.
Had the Warden's Keep problem earlier, where I simply redownloaded the Wardens Keep DLC and installed it, which fixed it back then, but I've done the same procedure now and it's broken again.
Bloody DLCs... Seriously ruining a great game. Guess I'll just continue on from my latest save, with Shale bugged and my paid for Wardens Keep unplayable.

There is one point where u CAN initiate conversation with Shale, even with a glitch-corrupted save, but thats only if u survive the final battle and speak to him in the throne room.

Yes, I noticed the same thing. The problem is that any quests with Shale are fairly redundent by this point, and it's only a wrap-up conversation, not a generic party speech.

I got the same bug last night and I just went to bed. This morning it still happened so I came here and Click Here: lead me to log off and then on ingame which enabled me to be able to use Shale again but I can't seem to initiate any dialogue with him. The good news is that now the glitch keeps me whereever I am instead of teleporting me off the map into some void area.
This sounds like a toolset bug. Have you got the toolset? If so, try the "Fix for strange issues" found in the link in my signature.

And yeah the permanent checks and Internet connection errors are pain in the ass for sure. Great game but the distribution of the DLC, the security checks and the half baked not really working Internet upload functions are ridiculous and are unnecessarily ruining an outstanding Game. So far my balance of playing vs. researching is not good and I wish I would have never touched any of the DLC.

I read in a few other threads that this is not a DLC or toolset issue and no I do not have the toolset installed. Reportedly it affects "Warden's Keep" as well as "Stone Prisoner". So, seemingly the issue seems to randomly occur {Russian Roulette} when the game automatically saves your progress but finds Bioware's servers offline. I think that it happened when it was updating my progress on the main plot in Orzimmar.
