I'm trying to play through Mass Effect 1 as a Paragon and read that on my trip from 1 to 60 I get 8 "free" points is this assuming I am running through the game twice to hit level 60?  Thus only getting 4 "free" Charmm points per run?

You can get up to 4 free points per playthrough. 1 point in both Charm & Intimidate for becoming a Spectre, and 1 point in the corresponding persuasion skill for the 5%, 25%, and 75% marks on the Paragon & Renegade meters. (Damn near impossible - maybe simply impossible - to hit 75% in both without a little glitching/cheating, though.)



Note that it might be tough to actually hit 75% Paragon when you aren't actually investing any "seed" points in Charm - there are a lot of Charm persuades you simply can't do with a mere 1-3 points. Though I suppose you might be able to do it if you're going exclusively Paragon.

I maxed out paragon my first play through by the end of the game without adding points to charm (just the default you earn). You pretty much nickel and dime it for the majority of the game. Noveria has some big boosts with one of it's choices.

Charm or Intimidate only speed up the process of acquiring paragon/renegade points, and of course open up new paths. I'm completing a play through right now where I finally have 12 ranks in Charm, and I am using it liberally!
