I got the human led council but how do you get the all human council? Is it just the difference between the "let the council die" and "focus on sovereign" choices at the end of Mass Effect 1?  or does your paragon or renegade scores figure into it in some way?

I don't think the game distinguishes between human led and all human. Technically both could be called "human lead".

Nah, theres three different text intros. One if the council is saved, one if the council is human-led and one if its an all human council.

There is no all human council (it makes no sense, a human can't represent an alien species interests)

paragon shep + council dead = human led council.

Commander Shepard led the defense, but the Citadel Council was lost. Now, the new human-led Council...

renegade shep + council dead = human led council.

humanity seized political control of the galaxy. Now the human-led Council is forced to respond...

shep saves the council = business as usual.

The Alliance fleet made a tremendous sacrifice to save the Citadel Council and earned humanity membership...

The quotes above are from the three possible text introductions.

I have two renegade sheps who did this. Its a gloriously evil feeling and one of my favourite speeches in the entire game is when you pick Anderson at this point. His delivery of the ruthless speech is powerful, whereas Udina's delivery of the ruthless speech comes off as more sinister and underhanded.

The end result though, despite Udina's line about a council made of one species is that it didn't happen that way (and with good reason). The mixed race council is instead, a puppet of the human leader.

Regardless of your choice at the end of ME1, even if you saved the council its clear that humanity is cast in a bad light throughout ME2 and is resented for its sudden rise in galactic presence and power. If the council die, the Asari ceed their dreadnaught rights to the turians, making for a two sided 'aliens vs humans' arms buildup. If the council live, the devastation to the citadel fleets, and security forces still requires a huge influx of human bums in seats.

How to hell can council be just all humans. Led by humans as having main chair, sure, but You can't have alliance with other races if you don't let they presentives into council. All humans would mean, humans takes over citidel and kicks every other race back to stone age. Figure speech. I don't think the other races would allow that even to happen after been part of council for 1000's of years. Some new comers from 20 years know existen and take over everyting. That's idioitic at best. It would NEVER happen.

I think there is two possibilities, council as all race equal based or council with all races, but humans leading. All humans in council would lead totally anargy in other races agaist humans. This isn't just about who leads, there is biljons induvidual behind all races. They don't just stand there and do notthing while one race takes over everyting and starts giving others to other races.

Im sorry but that would never work. It's idiotic and would lead internal wars between humans and all other races. Think about it like USA president would just made him self to world president of all humans and give orders to all countries. That just doesn't work, because other countries just does not bend over and take it. To really work, all others should have to choose him to become president of all countries. You can't just take the powers out from others.

A more apt example would be Germany annexing New York and taking over the UN post 9/11 or a similar disaster because it considered the USA response inept... Yeah, I can completely see that working with just a few protestors ****ing and moaning instead of a major cluster**** of a decidedly military nature coming down on germany there.

The only conversation I could see there is:
Germany: "Germany will now lead the UN into a bright new future!"

*silence*

*coughs; nervous foot stomping*

USA, Russia, China: "You are joking, right?"

*germany looks into the round, gets nervous, only France gives a friendly wink,  looks a bit embarassed*

Germany : "Yes, we were joking. Can we at least get a permanent... okay, we'll ask latter. I think we have an urgent something elsewhere"

*hurries off*

Edit: for anyone arguing this can't happen I know that it does; in my import the news often talks about protests by former Council races.

Don't sweat it. I get that same radio broadcast about humans blaming former council races for colonies dissappearing  whether I was paragon and focussed on soverign or renegade and killed the council.
