I do have a paypal account, and has even saved my paypal account name,  but since my region is China (in fact, Hong Kong), when I choose to buy Bioware points, it does not allow me to do so.
Is there anyway I can buy the points? Or should I just forgo all DLC content?

I can't answer that for you, sorry, but I can tell you this is the wrong place to ask.  This forum is intended to be used for gamers to compare tech problems and advice with each other. 

There is a separate forum strictly for discussing points, and you should use that place to ask.
