Ok, I haven't found anything on my specific situation yet, but I've got about 20 hours of gameplay I can't access.
My roommate purchased his copy of Mass Effect 2, and immediately entered in his Cerberus code and snagged as much DLC as he could using his gamertag.
Once he was done playing, I recovered my gamertag and started my own ME2 game.
Despite purchasing the extras on one profile, I was able to take advantage of them by playing on the same Xbox.
20 hours into my play time with an Imported ME1 character and 18 hour into my roommate's tragedy struck and the Xbox had 1 red ring and the E74 Error screen.
My roommate had a reserve Xbox and moved his hard drive over to the new unit. He was able to start his game witout mising a beat, complete with all of the DLC characters, maps and missions.
Unfortunately, I have not been able to start a game with my gamer tag on the new xbox despite using the older harddrive.
I get a msg that tells me my data is corrupted and that I need to redownload the DLC. Again, it still works for my roommates gamertag, keeping everything intact and letting him continue as if nothing has changed at all.
Is there any way that I can fix it and continute my Mass Effect 2 game, or do I need to just start all over?

Sounds like a license migration issue. Did your friend actually go through the tedious process of migrating his DLC licenses to the new Xbox? If not then the reason he's able to play is probably because he's connected to live and the downloads are registered to his gamertag. The active live connection allows a real check.
For you, however, the DLC isn't licensed to your gamertag. The file corrupted message is extremely misleading. We get the same BS message with Dragon Age. You need to have your friend migrate the licenses so that the DLC is tied both with his account and with that specific Xbox. Once done, you should be able to access it even though you're using your gamertag.
Hopefully some else can confirm or refute what I'm saying...

How do I go about migrating the licenses? I'd heard something about that before, but seldom play any DLC.
Would I just delete the existing content then download it again with his gamertag?

Oh no I'm afraid there's an actual process. It's detailed on the Xbox live website. I hear it's sort of tedious but the right fixes usually are. Heh.
