Does + power damage from armor increase the damage boost from abilities like Adreniline rush or tatical cloak?

i.e. if you have a piece of armor that gives +3% power damage and have heighted AR does it increase the bonus damage you get from +140% to +143%?

I don't know specifically the answer to your question, but this post on gameplay data would lead me to believe the armor would lead to a bonus of 143%.
