I've considered this. Here's the thing: harming Oriana, in
any way, would not bring Miranda to heel. It would simply guarantee that she would start actively working to screw over Cerberus in general and TIM in particular. At best you could force her to cooperate temporarily by hanging the threat of harm over her head, but it's, you know, Miranda: she'll be looking for ways to turn the tables and destroy your leverage the whole time and you'll hardly be getting 110% on whatever you force her to work on.
The best course for TIM is to leave Oriana the hell alone and either kill Miranda outright or wait and see if she actually causes significant trouble for Cerberus and
then kill her. Even then, it's still risky (maybe even heavily so) because she'll have figured this out already, and the assasination could end up being an assassination
attempt. At that point, she could either hide, and she's smart enough and knows Cerberus more than well enough to pull that off, or again be inspired to actively work against Cerberus. Also, you've almost certainly just gone and annoyed at least some of the other Shepardfriends. Wanna deal with trying to execute successful hits on all of them (only way to be sure)
and avoiding the massive fallout that's sure to follow even if you succeed?

that point, the best TIM could really do would be to use Oriana as bait in a dead obvious trap, which if it failed.....well, you get the idea. And this all assumes that she doesn't just go get Oriana ASAP and hide her somewhere else instead of relying on Cerberus' good will. What? You think she doesn't know where her sister is? TIM trying to keep just that bit of information from her would have raised her suspicions way the hell up, and I'll bet you she triple-checked just to make sure, 'cause it's not like she has many illusions about Mr. Illusive. And if TIM tries to prevent that by re-hiding them first....
The best way to regard that letter is this: while TIM probably did consider various Oriana-as-leverage scenarios, just 'cause that's his style, he probably legitimately believed that because of Cerberus doing this for Oriana, Miranda's loyalty, which was very, very solid to begin with, was now basically guaranteed for good, no matter what. I.e., he honestly didn't think he'd ever have to try and use Oriana as leverage, which is just as well because it wouldn't really work so hot anyway.
IOW, Oriana doesn't have anything to worry about, because TIM's got more than enough problems already.
