I don't know if somebody said this already, but if it was a translator, then the lips wouldn't be synced. Perhaps it was instated as the universal language?

they do not speak english the universal language is Rigellian which coincidentally sounds exactly like English

Because if the audio wasnt synched with the movement of the lips/mouths of the other races, the tech supoprt threads would be full of people whinging how the audio is out of synch when aliens speak.

Bad lip synching belongs in spaghetti westerns, and B grade kung fu movies.

People find the oddest things to complain about.

Yes, the aliens wouldn't have proper lip movement in accordance to speech if it was a universal translator, and a universal language wouldn't necessarily be spoken by every person in the galaxy, so Shepard would without a doubt run into a few of them (especially say on Tuchanka, where most of the krogan never have been off world except for the rachni wars, which isn't to say they necessarily had to talk to the salarians, asari, or turians).

So basically you get what we have, or a bunch of made up languages that Shepard may or may not understand (which could mean lack of subtitles, as well), or aliens speaking out of synch with what they're saying. Trust me, if they did anything other than what they did, it would murder immersion because you'd be distracted by what looks like lazy programming, or feeling like you're missing plot points because you don't understand what's being said, or you're missing details in the scene because you're reading subtitles every time someone who isn't human speaks.

Or you could pretend it's an alternate universe where the British Empire still existed, took over the galaxy, and forced everyone to learn English, and the reapers are merely trying to free everyone from British tyranny and protect their language rights. Your call.

Or it could simply be said that Shepard, being a high-ranking member of the spec-ops branch of a military organization that regularly deals with other civilized races, would naturally have a knowledge of many different languages.

If I remember right, this is a throw back to Shakespeare times with a lot of the plays being about Greek and Roman dramas and other kinds of world events, myths, and stories. Modern cinnema with films about forgein countries are usually always British actors, or at least British accented, because of this.

And Dr. Jacko, even if Shepard managed to be able to speak the common galactic tongue, and the various dialects of asari, turian, salarian, krogan, hanar, drell, yang (even though he/she only found out they existed after meeting one), batarian, elcor, volus, and vorcha language, that wouldn't explain why everyone else is that fluent!

or simply people don't want aliens blabbering in gibberish. just use your damn imagination
