Usually what you have to do is recruit Morinth, but the other way is to recruit Morinth in one save, then just leave that save alone, reload and unlock it as a bonus power.
What I'm curious about is, though, how Mass Effect 3 might handle that.
ME2 introduced many new powers and ME3 might do the same, but if you're keeping some abilities from your squadmates like Reave/Dominate, would there be a way to retain Dominate, even if you didn't pick Morinth?
For example, let's say you picked Dominate as a bonus power by killing Samara in another file, then reloaded to your normal file. If you, say, kept Dominate as your bonus power 'till the end, and then import into ME3, would having that power as an option in the sequel be likely? Or will you most likely just need to embrace the Snu-Snu Goddess and make sure she survives?
Either way, do you think that screwing around with organics by mentally turning them against each other will be a scenario we might see in the third installment?
