You don't understand. Azzurri stands for male plural. Azzurra is female plural. Since the Azzurri are all males, it has to be forza Azzurri. But if you consider the squadra, which IS female gender, then yes, it is Azzurra. But Forza Azzurra is translated into Blue Strength, while Forza Azzurri into C'mon Blues!

However, I'd also like to link you to this. 

Azzurri (also in singular form) may refer to:
Each Italian Athlete or Italian National Team. Among them:

• Italy national football team
• Italy national rugby union team
• Italy men's national ice hockey team

Azzurri in singular however is not Azzurra (since plural of azzurra is AzzurrE), but it's Azzurro. Like the famous song. 

While you might still think of that, trust me, I had to follow 4 years of Italian bashing in commercial saying "Forza azzurri". It IS however true that if you want to put it this way, they call it also "****onale AzzurrA" 

So it depends largely in what basis you are speaking.
