That sounds much more appealing than a rail shooter segment, but I share your concerns about feasibility. It seems that Mass Effect should stick to being a shooter RPG, especially if delving into flight sim territory detracts from the rest of the game, or cannot be implemented well.
I think there's a danger of trying to do too much in these big budget games. Gears of War 2 threw in a few vehicle segments that were about as enjoyable as having your gums scraped. I play Gears for the third person shooter elements, not the vehicles. Similarly, I turn to Mass Effect for third person shooting and RPG elements, not for a flight/rover sim. I would be perfectly content if whatever vehicles we use in ME3 are relegated to optional content like in ME2 with DLC, or left solely in the realm of cutscenes like in vanilla ME2.
I do understand that vehicles can break the monotony and keep the gameplay fresh, but when playing Mass Effect I never thought to myself, "Gee, I'd rather be humping a cliff in the MAKO right now."
