About Garrus: The only thing that's different when you leave em on the citadel is the first line when you meet em and find out Archangel is Garrus. Instead of:" Garrus...! What are you doing here" in a friendly tone it's "... Garrus Vakarian?" in a more modest tone. I guess that's about it. :/

About Elanos Haliat: If he's that corporate bastard on Feros, I do believe there is a change of newsstory in the second game if you kill em or not. Killing him results in Exogeni (Can't recall the name properly anymore) pulling the plug on the entire Feros project & leaving Feros. Saving him results in Exogeni continuing its practices & funding/helping the colony/colonists on Feros instead of reaping all the profits/benefits for themselves. It was just a newsstory and it's been a while so I might be wrong.

No. Haliat is the pirate leader that traps you in the mine with the nuke. After you find your way of the mine, you can get to the Mako and exfil without killing Haliat.

I think that's because all the people at Peak 15 (save Han Olar) were subsequently killed by the guards.

These 3 at least, carry over. Doctor Michell, you get extranet mails from her during ME2 and she's alive and well in ME3, at which point you can even recruit her to be the Normandy's doctor instead of Dr. Chakuas.
Conrad has follow up on Ilium in ME2, and with the Dark Energy Theories in ME3.
And the Disks, Insignias,Matriarch Writings, and medallions all increase the effectiveness of your war assets  regarding each of the corresponding factions, in ME3.
