Well I'd like to know since ME2 can be modded for the 360. I'd just like to change my Shepard's appearance and possibly access the exclusive PC armors if they're even there for the 360 version.
Can I mod Mass Effect 1 for the 360?

I suppose it could be possible to get your savegames from your Xbox to your PC and then try to modify them, but as far as I know, nobody has managed to change shep's appearance yet, and armors are added while in game through the command console.
Might be able to transfer a custom appearance from one savegame to another through hex editing though. I know I've seen the values somewhere in there.
So if you're asking if it's possible, I'd say anything's possible. If you're asking if anybody has managed to do it and can post a guide, I don't think so. Sorry.
Edit : When you said you wanted to change your character's appearance, I assumed you meant you wanted to change your custom appearance to another custom appearance, but it just occured to me that you probably meant modding the game to make shep look like one of the NPCs (as discussed here : meforums.bioware.com/viewtopic.html)
Since this is done through modifying ini files, you might be able to do it. You'd have to find the right config file on your 360's drive (if there are any, no idea how ME stores its config on the Xbox. Maybe they stay on the disc, which would pretty much destroy any hope of modding them), tranfer it to your PC, mod it, send it back to Xbox drive and hope for the best.
Don't have an 360 personnaly, so can't test anything. Also, I'm kind of a noob at this stuff so I could be completely wrong about this.

Depends on your definition of modding. You can do ini tweaks and you can edit your savegame and change stuff. Basically the same sort of things we can do with ME2. So either you consider that both ME1 and ME2 can't be modded, or that they're both moddable.

AFAIK, no unless you want to JTAG your console, dump your game to the hard drive, mess around with the inis and use a cracked XEX file (doing so would get your console banned from live). You can however hex edit your save to change things like your current xp, credits and skill points.
