Terrible Customer Service When Dealing With ISP Issue

I have spent the last several hours trying to give Bioware my money, only to be shot down at every turn. I am currently living outside of the United States, though my billing address is based there. When I tried to buy Bioware Points, I got an error. I've been livng in my currently country (Austria) for a few months now, so I knew what was wrong. My ISP wasn't matching up with my bliling address. No problem, I thought. Whenever I had, had this issue on other sites, I just contacted support and they were able to get me through.

Ooh, boy. Did Bioware Support drop the ball on that one.

I first tried using the chat feature. Bad choice. The gentleman I chatted with had terrible grammar and spelling and he seemed to have short term memory loss.

"Where are you living?" 

"Austria."

"You're using a US credit card?"

"Yes"

".... Where are you living?"

"... Austria."

"Where is your card based?"

"... The United States."

And so on. This happened several different times. He would ask a question, wait about ten minutes and then ask a question he had already gotten an answer to. He didn't seem to be able to understand the fact that I had an issue with my ISP. Not with my credit card or paypal. Or the fact that Austria and the United States are on different sides of the planet. At one point, he told me that I would have to do my transaction from the United States and then acted like this was just a simple matter of walking across the street. Sure, dude, I'm going to hop on a plane and fly back to the States in order to do an online transaction. Not exactly the answer I was looking for.

Note that he never told me he didn't know how to answer my question or that it was impossible. Just kept bull****ting me with nonsense answers and repeated questions.

Finally, he seemed to get sick of me and gave me a copy and pasted answer telling me to check to make sure my information was typed correctly. ... Thanks. Not an answer to my issue, but whatever. There were other lines of support I could use.

So I sent in a question, making sure to clearly state that I was having an ISP issue, not a credit card issue. Hopefully someone would get the message and give me a hand, here.

This was apparently too much to hope for. When I get a message in return, it says that due to the influx of questions, they weren't able to answer my question. So here's a copy and pasted solution that any idiot would think of (Umm... if your credit card doesn't work... try paypal?). Which didn't apply to my situation! I had tried paypal. It didn't work. Because of my ISP!! Ugh, I would have rather waited a little while longer and gotten an actual response than the quick response that didn't apply to me.

So I've sent off another question about my ISP and it's only my obsessive love for ME2 that's keeping me around, at this point.
