For raw power, the Kuwashii Visor is going to improve your headshot damage, but the Recon Hood will increase your overall weapon damage. The Recon Hood is a DLC, though. Then again there's the Stabilization Guantlets.
I prefer either increased shields or faster shield regeneration, so there's the Capacitor Chestplate or the Shield Harness and Heavy Damping Gauntlets.
If you scroll to the bottom of the page, the Mass Effect Wiki has a list of various armor components, where you can find them, and when you can find them.

However, if you have the dragon armor, that's a good choice too, especially since power bonuses also apply to ammo powers. Makes the warp ammo a perfect all around killing ammo with only 5% less damage than AP but it affects barriers too (by definition, but it seems to have the same affect against shields... imho).

Not neccessarily.
Shield strength increase and shield regen speed up is valuable, but health boosting can be as well, and because you also want to make sure you're getting weapon damage increase, it can be better to decide that you want your armor to boost health/weapon damage as opposed to sheild str & regen/weapon damage because there is less conflict for choice when it comes to the former.
Essentially, if you only pop out of cover to shoot while in adrenaline rush, especially heightened, enemy reaction is far to slow to do any significant damage to you with 15% boosts to health and weapon damage before you can kill one or two enemies with your vindicator, assuming we are talking about the generic build commado soldier.

So to get the same shield strength as Terminus Armor, you need to wait after completing certain missions as well as a DLC piece. Plus you need to buy the Stimulator Conduit. And you can't get the 10% Weapons Reserve Ammunition. So if the stats on the Terminus Armor are what you want, it's available from the beginning and costs nothing.

Again, you run into the same issues with having to wait after certain missions to get all the armor pieces to match Ceberus Armor, which is available to you from the start.
The only thing Terminus or Cerberus Armor do not provide is boosts to power damage or weapons damage. Since you're a soldier, I don't think power damage is of much use to you. To get increased weapon damage, you're looking at waiting until after certain missions again.
Also, you need to figure out how to drink with the helmet on. Good luck!

That is true on anything but hardcore/insanity. If you plan on running N7 armor the enitre playthrough, what armor pieces you wear are absolutely instrumental to your build succeeding for all classes, it just becomes much more evident with the power-oriented classes.

Actually, it isn't. Getting yourself max shields through armor doesn't even give you an extra second of survival time under heavy fire. Same with health. You'll get more mileage out of everything else. Check this out. I personally prefer damage, storm speed and shield recharge (of course it differs depending on what class I'm playing). All in all it really doesn't matter that much on Insanity.

Just wear whatever you believe looks cool. The only armor piece that does make a difference is the +25% melee damage (shoulder).

Reason why I use Blood Dragon Armor over anything for my Castors, I'd probably make use of my N7 Armor if I used a more combat oriented class.

I've just learned that some power damage bonuses do affect Ammo powers
That means Blood Dragon armor ( 10% shields, 15 % power ) for a soldier is an excelent choice too. 75 % for inferno ammo, instead of 60 % is hard to pass up...

That 's for normal powers like Warp & Overload not ammo powers.
Ammo powers are not added to the base damage they make their own separate damage call (which is based of the weapons base damage) before the weapon's own damage call so i'm pretty sure it works the way SupidSeep said
