Not so. I'm on a playthrough where I've not even got Leliana yet, and it still shows up in my inventory.

A great DLC. By rule I tend to prefer ones that mesh into the main campaign but unlike Darkspawn Chronicles, this was an excellent standalone that really fleshed out the lore as a whole. When I saw the city I was like "Oh no, reused maps" but the spin on things (without spoiling anything) and whole mood was amazing! And then the story progressed, also with reused maps largely but the storyline and characters were so cool. I really enjoyed the new companions, they all had individuality and nice dialogue. The music and special "still shots" to introduce characters were also top notch. Good job! Leliana was never my favourite but this made me like her more. She really was a naughty girl before the Chantry mellowed her.

You will not be able to collect the transferable item/achievement in the DLC.  Leliana's stats in the original campaign don't matter, as she somehow loses levels from the time of the DLC to the OC.

Not sure what you're saying here. Can you elaborate?

Um, trying not to be spoilery, but... In order to unlock the transferable item for use in DAO and DAA, you need to collect it in the DLC first. If Leliana, in the DLC, does not have 3 points in Deft Hands, or a massively high Cunning with 2 point in Deft Hands, you won't be able to collect the item in the DLC. That's all.
