Look again: it's actual metal fused to his jaw, and what's more, it evokes the skin texture of husks. It basically serves the same function as the various tubes/cables he has, the glowy blue lights, and the Geth arm: showing you that Saren the Turian barely exists anymore and that that's about the best you could hope to expect if the Reapers win. Also, it's not really a "pattern", and bears little resemblance to what you see on practically every other Turian in the games

Ironically enough, since Saren never gets a real close up until after Virmire, the first time I played through ME1 I thought the metal plates on his jaw were a hasty medical repair from it being broken when Shepard falcon punched him.
Discovering it was part of his look from the beginning drastically diminished the awesome.
