I am from Croatia and I bought Mass Effect 2 which was distributed by Algoritam but I didn't get a Cerebrus Key (even tough on the packaking and in the manual it says that I should have got it).
The only things that were present in the box were two DVD's, a manual in Croatian Language and the CD-key stickied from inside.
No Cerebrus Network Key in Croatian version of ME2

Cerberus key is only available in Collector's Edition of Mass Effect 2. You won't find it in the normal edition of the game.
Not sure if Algoritam has any Collector's Editions left. I got mine all the way back in January.

Absolutly, it wouldn't be smart from EA to make pay custumer in order to have the right to pay for the DLC.

You got your game first hand or second hand?
All new copy have one cerberus code and it can be used for one account.
If your game is first hand, contact the EA support, with the proof that your game is new they should give you the missing code.
If the game is second hand, you will have to buy a new cerberus code on the ME2 DLC webpage.
The "no free ceberus code" for second hand games is meant to fight agains the resale market.
In my country game shop buy the games at most 50% if they are new, then they resale them only 5euro cheaper than a first hand game. EA and Bioware don't get anything from this sale, it's all for the game shop.
