Is it possible to not do Tali's loyalty quest before the suicide mission and have all squadmaties survive including her?
I don't have the Kasumi DLC currently.
Tali not loyal but all survive (without Kasumi DLC)?

I don't know for sure but your best bet might be to avoid recruiting Samara and Thane and have everyone else loyal. Send Mordin to escort the crew back to the ship and take Jack and Miranda against "weak-point".
That leaves Jacob, Legion, Grunt, Garrus and Zaeed to hold the line with unloyal Tali.

I got a "perfect" ending on my paragon sheperd that saved the whole crew, and no one died in the finalie. When you get to the end bit where you have to split up the squad, I took Mordin and Samara, and everyone (even an unloyal Legion) got out safely. Your best bet is to offload one of your weak defenders (i.e jacob) to get the normandy's crew to the ship.
Was quite pleased with the ending having everyone aboard, no coffins and kelly still bugging me about new messages.

If Legion is loyal, let him go through the vents. Don't use Tali to escort the crew or take her to the final battle with you. Leave at least two of these three to hold the line: Garrus, Grunt, Zaeed.

Turns out that the game let me finish Tali's and Legion's loyalty quests after getting the IFF. I was worried that I would only get one extra mission before being forced into the countdown-to-crew-goo stage and not be able to take Legion aboard the Flotilla.

Sorry for taking up this topic, I have a question (would create the specific topic but do not have enough post) ... in case that the mission of loyalty by Tali show evidence betraying his trust and it can survive in the suicide mission, in ME3 will always be happy to see you or she will almost openly hostile? Or you will not see?
